Chinese A4 copy paper exported to Australia will continue to be subject to anti-dumping duties

On March 31, 2022, the Australian anti dumping Commission issued announcement No. 2022 / 023, which said that the Minister of industry, energy and emission reduction of Australia had approved the positive and final recommendations of the first anti-dumping sunset review made by the Australian anti dumping Commission on A4 copy paper imported from China, Brazil, Thailand and Indonesia and the positive and final recommendations of the first countervailing sunset review made on the products involved in China, It is decided to impose anti-dumping duties on the products involved in the case in the above countries in a combination of fixed and variable ways. The Australian customs codes of the products involved are 4802.56.10.03 and 4802.56.10.09.

On April 12, 2016, Australia filed an anti-dumping investigation on A4 copy paper imported from Brazil, China, Indonesia and Thailand, and a countervailing investigation on A4 copy paper imported from China and Indonesia. On March 17, 2017, the Australian anti dumping Commission issued announcement No. 2017 / 34, terminating the countervailing investigation against all Indonesian enterprises involved. On April 19, 2017, Australia made a positive and final determination of anti-dumping and countervailing on A4 copy paper imported from China, decided to impose an anti-dumping duty of 3.1% ~ 34.4% and a countervailing duty of 7.0% on the products involved, made a positive and final determination of anti-dumping on the products involved imported from Brazil, Indonesia and Thailand, and decided to impose an anti-dumping duty of 2.9%, 12.6% ~ 45.1% and 13.4% ~ 23.2% on the above countries respectively, which is valid until April 19, 2022. On April 28, 2020, Australia launched an anti circumvention investigation on A4 copy paper weighing 70-100 grams per square meter imported from China. On March 19, 2021, Australia decided to expand the range of imported products from China to 67-100 grams per square meter from April 28, 2020; Provisional anti-dumping duties and countervailing duties will be levied on A4 copy paper weighing 67-69 grams per square meter. On July 2, 2021, the Australian anti dumping Commission launched the first anti-dumping and countervailing sunset review investigation on the A4 copy paper weighing 70-100 grams per square meter and 67-69 grams per square meter originating in China, and the first anti-dumping sunset review investigation on the A4 copy paper weighing 70-100 grams per square meter originating in Brazil, Indonesia and Thailand.
