Malaysia issued the latest waste import policy on December 31, 2021, which will take effect from January 10, 2022.
The Malaysian Ministry of international trade and industry (MITI) announced in November 2021 that it would extend the Interim Measures for the implementation of the guidelines for the import and inspection of HS code 7204 (scrap iron), 7404 (scrap copper) and 7602 (scrap aluminum) metal wastes until December 31, 2021. Therefore, the guidelines for import inspection of metal wastes and the guidelines for import inspection of waste paper will be implemented from January 10, 2022.
MITI commends all major manufacturers and importers for their commitment to comply with this guide during the transition period. MITI calls on the industry to continue to support the overall objectives of the guidelines and abide by our international commitments through goal 12 of the United Nations Sustainable Development Goals (sdgs): ensuring sustainable consumption and production patterns and upholding environmental, social and Governance (ESG) principles.
According to the requirements of the guide, waste paper with customs code of 470010020300 can be imported, but mixed waste paper is not included. The imported waste paper must meet the quality requirements of European standard (EN 643).
