On March 9, 2023, the Ministry of Economy of Mexico announced in the official gazette that, upon the application of Mexican company Bio Pappel Scribe, S.A. de C.V., it would launch a second anti-dumping sunset review investigation against coated paper (Spanish: papel bond cortado) originating or imported from Brazil. The dumping investigation period in this case is from January 1, 2022 to December 31, 2022, and the injury investigation period is from January 1, 2018 to December 31, 2022. The TIGIE tax numbers of the products involved are 4802.55.99, 4802.56.99, and 4823.90.99. The announcement shall take effect from the day following its issuance. During the investigation of the case, the current anti-dumping duties shall continue to be effective.
On October 11, 2011, Mexico launched an anti-dumping investigation against Brazilian coated paper. On March 11, 2013, Mexico made a positive final ruling on the case, formally imposing an anti-dumping duty of 37.78% on Brazilian coated paper. On December 18, 2017, Mexico launched an anti circumvention investigation into the case. On January 28, 2019, Mexico ruled that coated paper originating in Brazil had been changed in shape to avoid anti-dumping duties, and decided to impose an anti-dumping duty of 37.78% on coated paper rolls. The TIGIE tax number of the product involved was 4802.55.01.
On March 5, 2018, Mexico launched the first sunset review investigation into the anti-dumping case against Brazilian coated paper. On March 25, 2019, Mexico made the first affirmative sunset review final ruling on the case, continuing to impose an anti-dumping duty of 37.78% on the products involved, which was valid for five years from March 12, 2018. The TIGIE tax numbers of the products involved were 4802.56.01 and 4823.90.99.
