The Russian government said on August 19 that it had decided to set a temporary quota system for the export of waste paper from September 3 to December 3, with an export quota of 30000 tons. Before August 31, the Ministry of industry and trade of Russia will allocate quotas among exporters. This decision is intended to support the producers of carton paper that use waste paper as the main raw material of their products, and help prevent the shortage in the domestic market.
